Restrictions for candidacy of those who have not been residents of Tbilisi for a period of 5 years should be avoided. It is broadly recognized that electoral rights are the basis of democratic legitimacy and the representativeness of the political process. It is then interesting to question whether legal residents on the territory of the state where they are obliged to pay their local taxes should have the right to vote and to stand as candidates in local elections.
