 The provisions of Chapter II appear to be drawn up with these principles in mind.  However, it does not seem clear that the main list of voters should be permanent and regularly updated, as the emphasis is on the compilation of the list by the District Election Commissions according to precincts and the transfer of data to the DECs at certain deadlines before election day (Article 9).  This may be reasonable according to present conditions in Georgia. If the laws on the civil registration system in the country do not include rules specifically relating to the use of civil register data for purposes of voting lists, an amendment of the Code in this respect should, however, be considered.
