Article 11 and Article 52 et seq. The Soviet-era practice of mobile ballot box papers should be strictly limited because it is time-consuming and requires the presence of people who are expected to be in polling stations administering a ballot. Moreover, mobile votes remove the casting of the ballot from full public scrutiny and thus open the door to fraud.  Provision should be made for the issuance of absentee ballots, subject to proper scrutiny and procedures that can be modelled on those of a variety of EU states.
