(And Article 115) In smaller towns and villages, a single multi-member constituency with up to 7 members would be appropriate. In large towns and cities where the council has, say, 10 or 12 members, then consideration should be given to having two districts to avoid voters having to rank up to a dozen candidates. At any rate, when the election is uninominal, there should be only one election district (cf. Article 115.2).
