Every Albanian or foreign citizen of voting age who meets the requirements for being a voter and who is proposed by a subject contemplated in section 1 of this article has the right to be an observer.

Requests for accreditation from Albanian citizens are submitted to the CEC no later than 15 days before the election day. The CEC approves the requests no later than five days after their submission. An appeal against the refusal to grant accreditation can be filed according to the procedures contemplated in this Code. The requests of foreign observers are to be submitted no later than 48 hours before election day.
