Without a doubt, the CEC composition is one of the most delicate issues in the preparation of elections in Georgia. The politicisation and poor performance of the CEC has caused severe problems in the past. With regard to the legal provisions on the composition of the CEC in the Election Code, as amended in August 2003, one has to distinguish between provisions of Chapter VI (Election Administration) and of Chapter XVIII (Transitional Provisions). The latter was applied only in the 2003 parliamentary elections.
