Moreover, deprivation of voting rights should not be applied to all persons kept by court verdict in places of detention, regardless of the nature of the underlying crime. Denial of suffrage should only be possible when a person has been convicted of committing a crime of such a serious nature that forfeiture of suffrage rights is indeed proportionate to the crime committed. The European Court of Human Rights took a decision in this sense in 2004.[5]
