In the Code of Good Practice in Electoral Matters (II.3.1.a.), the Venice Commission has proclaimed that an impartial body must be in charge of applying electoral law and that the Central Electoral Commission must be permanent in nature. "Where there is no longstanding tradition of administrative authorities' independence from those holding political power, independent, impartial electoral commissions must be set up at all levels, from the national level to polling station level".[15
