. The nomination procedure of members to the electoral commissions provides that some members may be elected in the meetings of labour collectives (Article 35). Such a method is not in accordance with democratic principles as labour collective nominees are not necessarily independent nor politically representative. Further, there is no requirement that the nominees satisfy legal conditions for membership on an election commission.
