The right of observers to attend all meetings of the commissions at all levels, to observe the election activities at any time, to obtain copies of protocols, tabulations, minutes and other documents at all levels must be guaranteed by the Electoral Code and fully respected in practice. It is fundamental that observers may remain present until the verification and public announcement of the final results.
