The Constitution of Georgia of 1995, as amended, guarantees fundamental civil and political rights necessary for the conduct of democratic elections. The primary legislation regulating elections in Georgia is the Unified Election Code (hereinafter referred to as the Election Code). The Election Code was adopted on 02 August 2001 and since then it was amended numerous times[2]. Other legal acts relevant to elections include the Law on Political Unions of Citizens, Law on Assemblies and Manifestations, Administrative Offences Code, Criminal Code, General Administrative Procedure Code, and decrees and ordinances adopted by the election administration.
