The amendment to Article 271 (1) (7) now grants to a proxy the right to be present when votes are being counted and summarized. This corresponds to the previous opinion. It may be advisable to remind some fundamental principles regarding the observations of elections and the subsequent rights and duties for observers; among them, “observation must not be confined to the election day itself, but must include the registration period of candidates and, if necessary, of electors, as well as the electoral campaign. It must make it possible to determine whether irregularities occurred before, during or after the elections. It must always be possible during vote counting.”[5]
