Article 143(3) gives the deadlines for the CEC to decide on the appeals. There are two different time-limits: a 10-day time-limit for deciding on decisions on the approval of the table of elections results and a 2-day time-limit for all other appeals. Paragraph 75 of the 2007 Joint Opinion on amendments to the Electoral Code of Albania by the Venice Commission and OSCE/ODIHR welcomed that the deadline has been extended to ten days, which appears to be more realistic in light of the high number of appeals that have been filed with the Central Election Commission in past elections. The Venice Commission and the OSCE/ODIHR recommend that the 2-day time-limit should be extended, as the administrative procedure before the CEC is investigative and it would not be possible to ask for documents, call for experts etc in such a short time. According to Article 144 clause (4) the decisions of CEC on appeals have to be accompanied by the dissenting or concurring opinions. Such opinions can usually be written after the text of the decision of CEC is available to its members. Thus the time-limit for the adoption of the decision is in practice even shorter.
