The amendments made in Articles 19(1) and 20(2)b introduced additional requirements for CEC membership, namely a 10-year experience record in the legal or public administration, and the possession of the Moldovan citizenship exclusively. It is not easy to see the justification of the latter requirement. If Moldova accepts multiple citizenships in general, one should not make such citizens second rank citizens by limiting their rights.[15]
