Article 92 states that "If the Constitutional Court finds that during the elections and/or during the counting of votes violations of this Code had occurred, which impacted the outcome of elections and attribution of mandates, the elections shall be declared null". This might be interpreted as giving the Court authority to declare an election in the whole country null even if the violation was isolated to certain precincts or districts. In line with the Code of Good Practice in Electoral Matters, repeat elections should be held in areas where the facts of violations were established.[39] In addition, if the vote in the whole country has to be repeated, the criteria for declaring an election invalid may be regarded as overly stringent.
