According to Article 15 (1), the CEC creates the electoral bodies and electoral councils to organise and conduct the elections. Article 16 lists the electoral bodies, which include the CEC, constituency councils and electoral offices of polling stations. No other electoral bodies are provided for. The wording of Article 15 (1) is not clear about which organs have to be formed in the time limit stated in that Article.
