The fact that the Central Election Commission is not a permanent body, but an ad hoc structure, gives rise to other trends that affect the electoral process: a) insufficient integration of the electoral commission into the government structure; b) lack of a centralised and continuously updated election IT-supported system; c) lack of regular publications, periodicals and appropriate electoral statistics; d) lack of organised monitoring of the development and modernisation of election techniques; e) lack of organised and appropriate staff training for quality election administration etc.
