Every individual who is entitled to vote according to Section 4 is eligible for election to the European Parliament. However, Union citizens are eligible for election only subject to the
further precondition that they, according to Chapter 2, Section 11, demonstrate that they have not become ineligible in their home country to be elected in an election to the European Parliament.
