If the number of seats that a constituency will obtain according to Section 14 is less than 15, the number shall nevertheless be determined to be 15. The number of seats in other constituencies shall then be adjusted to a corresponding extent. In such a case the division of constituencies shall be reconsidered prior to the next election.
