B. On the timeframe of the reform

As noted, the draft proposal has not been yet officially registered in parliament. Beyond the short time frame of adopting the legislation, the new provisions would need to be implemented by the electoral administration. The Central Election Commission would require sufficient time and resources to conduct a range of activities both at the central and lower levels, including staff training, voter education, expanded oversight of campaign finance, and boundary delimitation (see below). Citizen observer groups and other civil society organizations engaged in the electoral process would also require time to review and understand the changes and adjust their programs accordingly. Furthermore, political parties will need enough time to adjust their internal candidate selection process to the new system. The mandate of the current Moldovan parliament expires on 28 November 2014. Elections should be held within three months from this date, therefore, by the end of February 2015, at the latest.
