L. Voter lists

On a positive note, the draft national elections law removes the possibility for a person to be added to the voter list on election day. This change incorporates a previous recommendation of OSCE/ODIHR that addition to the voter list on election day be deleted from the legal framework. As noted above, the final voter list must be established no later than three days prior to election day.[1]
