C. Election commissions

Article 34 of the draft electoral law gives party representatives the right to be present at meetings of the CEC with an advisory vote. It also lists those individuals who may be present at CEC meetings without permission, which include candidates and their proxies, official observers, both domestic and international, and mass media. The article also makes it clear that the same individuals have the right to be present without invitation at meetings of the DECs and PECs including for counting and tabulation.
