Paragraph 59

E. Rules on the financing of political parties

6. Public funding

Public funding can also be a valuable tool to further gender equality, for example where allocation of public funds is made contingent on compliance with requirements for womens participation.[1] At the same time, as noted in the Guidelines, “[i]rregularities in financial reporting, non-compliance with financial-reporting regulations or improper use of public funds should result in the loss of all or part of such funds for the party.”[2]Bearing in mind the above statements, consideration may be given to including provisions on public funding in this draft Act as well, which should then also include clear provisions on expenditure reporting, and sanctions for wrongdoing.
