However, the Venice Commission wishes to highlight that practical experience of referendums has not always been positive (in particular in post-Soviet countries but also in some Western countries). Moreover, for countries whose citizens live abroad, determining a right quorum (number of registered voters who must effectively express their vote) can become problematic.
