Article 29.4, second part, provides for the case when “two or more parties have the same number of seats and it is impossible to decide the party to be given an advantage”. This provision is unclear as to its meaning and impact, and would benefit from the deletion of “and it is impossible to decide the party to be given an advantage”. |
