Article 209(2) of the draft Code states that “When a ballot paper is torn off, the same number shall remain on the ballot paper and in the book, and they shall be compared by the election commission after the ballot paper has been completed and before it is deposited in the ballot box.” The ballot paper has to be given to a member of the polling station election commission for such a check.59 This procedure as well as double stamping of the ballot papers can effectively deter fraud but might also compromise the secrecy of the vote. |
