105.1. The local electoral jurisdictional authorities are specialized jurisdictional bodies on electoral matters in each state, which enjoy technical and management autonomy in their functioning and independence in their decisions. They should fulfill their functions under the principles of certainty, impartiality, objectivity, legality and integrity.

105.2. These jurisdictional bodies will not be attached to the judicial branches of the states.
