The Institute, as the only authority for the administration of the airtime that corresponds to the State in radio and television, will guarantee the Independent Candidates the use of their prerogatives in radio and television; it will establish the rules for the allocation of the messages and programs that they have the right to disseminate during the electoral campaign; it will attend to the complaints and allegations of violations of the applicable regulations and, where applicable, will determine the sanctions.
