448.1. The following constitute violations by the election observers, or by the organizations with the same purpose, to this Law:
a) The incompliance with the obligations established in paragraphs 1 and 2 of article 8 of this Law, depending on the case, and
b) The incompliance with any of the provisions contained in this Law.
