5.1. The application of this Law corresponds to the Institute and to the Tribunal, as well as to the Local Public Bodies and to the local jurisdictional authorities, in the terms established by the Constitution.

5.2. The interpretation regarding the conf ict resolution of internal affairs of the political parties should take into account the character of public interest entity of the parties as citizens’ organizations, as well as their freedom to internal decision, the right to self-organization of the parties and the exercise of the rights of their aff liates or members.
