A decision shall be taken by the mayor, or the official designated by him for this purpose, as quickly as possible after receipt of the application but not before nomination day.
If the request is granted, a certificate of authorisation shall be drawn up. A model for this certificate shall be established by ministerial order. The person issuing the authorisation shall be notified accordingly.
If the request cannot be processed or must be refused, the decision and the reason for it shall be stated on the application. The application shall then be returned to the applicant, and the person who has indicated his willingness to act as proxy shall be notified of the decision.
Section D 9 shall apply mutatis mutandis to a decision as referred to in this section.
