(1) If a voter is unable to vote at a polling place due to his or her state of health or for another good reason, he or she may apply to vote at home. (2) In order to vote at home, a voter shall submit a written application to the rural municipality or city government or to the voting district committee of his or her residence by 2 p.m. on the day of the referendum and the voting district committee shall register the application. If the application is submitted to the rural municipality or city government, the rural municipality or city government shall register the application and forward it to the corresponding voting district committee. [RT I, 01.11.2012, 1 - entry into force 11.11.2012] (21 ) A voter may submit an application to vote at home also by phone to the voting district committee of his or her residence from 9 a.m. to 2 p.m. on the day of the referendum. The voting district committee shall register the application.
