In addition, changes of the way lists are managed may cause prejudice to a candidate on the list by changing the conditions under which he/she accepted to run in the election.7 It is not acceptable within a European democracy to legislate retrospectively to affect candidates on a party lists who were potentially electable to parliament prior to the enactment of the law.
