(1) A person shall be guilty of an offence if, between the date of the issue of a writ for the election of a member or members of the Dáil for a constituency and the date on which the return is made to the Clerk of the Dáil under section 39, he acts in a disorderly manner at a lawful public meeting held in connection with the election.

(2) A person who aids, abets, counsels or procures the commission of an offence under subsection (1) shall be guilty of an offence.
