The amendments do not contain detailed provisions on the dismissal of members of the election administration. Previously, it was recommended to detail the reasons for such dismissals as well as to ensure that these rules are not abused by the SEC.18 In order to enhance the ability of election commission members to perform their duties independently, impartially, and professionally, the Venice Commission and OSCE/ODIHR recommend that the Code protect election commission members from arbitrary removal by setting out clear and justifiable grounds for such removals.
