Article 318 (3) stipulates that candidates for parliamentary elections can be registered inter alia providing that they have resided in Bulgaria during the last five years. This requirement preexisted the series of recent amendments, but is relevant for comment. In principle, a length-ofresidence requirement may be imposed on nationals for local and regional elections only, and the requisite period of residence should not exceed six months. A longer period may be
required only to protect national minorities. The Venice Commission and OSCE/ODIHR therefore recommend removing this provision.
