TÜRKIYE - Opinion on the Amendments to the Constituion Adopted by the Grand National Assembly on 21 January 2017 and to be Submitted to a National Referendum on 16 April 2017
The competence to declare the state of war is conferred on the Grand National Assembly (with the exception of sudden armed aggression occurring while the Assembly is not in session – Article 92), while the competence to declare the state of emergency falls on the President (Article 119).
