The draft amendments do not operate any more a distinction between different states of emergency; they repeal articles 120, 121 and 122 and make it possible for the President to declare the state of emergency “in the event of war, the emergence of a situation necessitating war, mobilization, uprising, strong and actual attempt against homeland and Republic, widespread acts of violence of internal or external origin threatening the indivisibility of the country and the nation, emergence of widespread acts of violence which are aimed at the destruction of the constitutional order or the fundamental rights and freedoms, severe destruction of public order due to acts of violence, and emergence of natural disaster, dangerous pandemic disease or severe economic crises” (Amended Article 119).
