Under the amendments, the former power of the President “to renew elections for the Grand National Assembly of Turkey” has been removed from Article 104. This power related to the dissolution by the President, in consultation with the Speaker of parliament, of the TGNA in cases where the Council of Ministers failed to receive a vote of confidence, or fell due to a vote of non-confidence, or where it could not be formed or failed to receive a vote of confidence. Following the abolition of the Council of Ministers, this provision (current Article 116 § 1) will be abolished.
