The first Joint Opinion recommended to spell out clearly the right to make complaints about any irregularities discovered during the review of stamped voter lists and to ensure their timely consideration. In the working meeting, the Armenian authorities explained that any proxy or observer having identified an irregularity in the stamped voter lists may bring a complaint and ask to assess the regularity of the relevant voting procedure. In this case, the court can access the original stamped voter lists, as well as the signed copy of the statement of information containing the record number of voters having voted in the elections, which was sealed with the other election materials.
