Articles 68-72 regulate counting procedures and compiling results protocols. The provisions would benefit from additional review to improve consistency and clarity of the process. It should be clearly stated whether ballots cast without envelopes are valid, what the meaning of the term ‘unnecessary entries’ used in Articles 68.6 and 69.2(3) is, as well as the appropriate place for stamping the ballots.
