Article 49.1 provides that where an application is submitted through a representative, a power of attorney issued in the manner prescribed by law should also be submitted. The power of attorney shall be submitted in the original form. This second sentence may lead to excessive formalism and it is recommended that it be deleted. The reference to abuses of the right to appeal seems quite vague and consideration should be given to avoiding possible misinterpretations.
