These include General Comment 25 of the UN Human Rights Committee on the right to participate in public affairs, voting rights and the right of equal access to public service, Council of Europe Committee of Ministers’ Recommendation (2003) on Common Rules Against Corruption in the Funding of Political Parties and Electoral Campaigns (hereafter: Rec(2003)4), the Joint Guidelines on Political Party Regulation issued by the OSCE/ODIHR and the Venice Commission (hereafter: Guidelines), the Joint Guidelines on Freedom of Association issued by the OSCE/ODIHR and the Venice Commission, the Joint Guidelines for Preventing and Responding to the Misuse of Administrative Resources during Electoral Processes issued by the OSCE/ODIHR and the Venice Commission, the Venice Commission Guidelines and Report on the Financing of Political Parties, the Venice Commission Code of Good Practice in the field of Political Parties and the Venice Commission Opinion on the Prohibition of Financial Contributions to Political Parties from Foreign Sources.
