The OSCE/ODIHR noted in its observation report on the 2016 presidential election that "despite substantial legal amendments regulating party and campaign finance introduced in 2015 that addressed some previous recommendations by the OSCE/ODIHR, the Venice Commission and the Council of Europe’s Group of States against Corruption (GRECO), the legal framework contains a number of gaps and leaves some previous recommendations unaddressed […] overall, the regulatory system and its implementation continue to be insufficient to ensure transparency, integrity and accountability of campaign finances, and did not enjoy public confidence."
