Most recently, further amendments to the EC relevant to the funding of electoral campaigns were included in the amendments adopted on 20 July 2017, with the main focus to change the electoral system from a proportional system in a nation-wide constituency, to a mixed system (half proportional, half plurality in one-member constituencies). Those amendments were based on the draft legislation examined by the Venice Commission and the OSCE/ODIHR in the 2017 Joint Opinion. In this Opinion it was noted that the new draft amendments to the EC did “not address earlier recommendations and concerns pertaining to the regulation and oversight of political party and campaign finance” and that “[r]evising political party and campaign finance legislation with a view to bringing it in closer conformity with international standards and good practice should be considered a priority. ”Following the adoption of the Joint Opinion, some amendments regarding those matters were included in the amendment law,which are taken into account in the present assessment.
