In this regard, it is noted that according to GRECO’s 2011 evaluation report, it was "above all necessary to improve the supervisory mechanism and the implementation of the rules already laid down." GRECO further took note of "concerns about various forms of covert financing of parties and election campaigns […] on which it has so far not been possible to shed sufficient light. It was also pointed out that the political class currently lacked a genuine ‘political culture’ and was too heavily influenced by a narrow circle of private individuals and undertakings.
