While the most recent reduction of donation ceilings applicable to electoral campaigns (for all electoral contestants, including independent candidates, parties, other socio-political organisations and electoral blocs) is to be welcomed, the Venice Commission and OSCE/ODIHR delegation was not given any convincing arguments as to why the even lower ceilings foreseen in the draft amendments had not been adopted. The above concerns about high ceilings seem to be even more relevant when it comes to campaign funding as a sharp influx of money can easily distort public opinion during the limited and crucial period of the electoral campaign. Consequently, the recommendation to (further) reduce donation ceilings, as proposed by the 2012 draft amendments and in light of Moldova’s current social and economic situation, remains also relevant for the funding of electoral campaigns.
