The draft law restates that a popular initiative supported by at least 50,000 voters shall be submitted to the Parliament. The draft law could be clearer on what constitutes rejection of the proposal by the Parliament and whether that includes, for example, failure to vote on the proposal within a particular timeframe. The Venice Commission and OSCE/ODIHR recommend that, if Parliament does not take a position within a specified deadline, the project be considered as rejected. This would make it clear that Parliament is not in a position to delay the procedure indefinitely by its silence.
