Article 63
 

§ 1. The House of Representatives has one hundred and fifty members.


§ 2. Each constituency has as many seats as the number of its population contains times the federal divisor, obtained by dividing the figure of the population of the Kingdom by one hundred and fifty.


The remaining seats are allocated to the constituencies with the largest surplus population not yet represented.


§ 3. The distribution of the members of the House of Representatives between the electoral districts is put in touch with the population by the King.


The population of each constituency is determined every ten years by a census of the population or by any other means defined by law. The King publishes the results within six months.


Within three months of this publication, the King determines the number of seats allocated to each constituency. The new distribution is applied from the following general elections.


§ 4. The law determines the electoral constituencies; it also determines the conditions required to be a voter and the conduct of the electoral process.


However, and in order to guarantee the legitimate interests of Dutch-speakers and French-speakers in the former province of Brabant, special arrangements are provided for by law. An amendment to the rules setting out these special conditions may be made only by a law adopted by the majority provided for in the last paragraph of Article 4.
