j. Every voter whose individual voting right has been violated, in every stage of the electoral process, may submit a complaint to the State Election Commission, within 24 hours.

k. Every voter whose individual voting right has been violated abroad, in every stage of the electoral process, may submit a complaint to the State Election Commission within 24 hours of the day of the violation, via electronic or express mail, and the time for filing the complaint shall be counted from the time of handing over the shipment.

l. The organ in first instance is required to reach a decision within 4 hours of the receipt of the complaint.

m. Appeal against the decision of the State Election Commission may be filed before the Administrative Court, within 24 hours of the receipt of the decision."
